MLIB CUSTOM ELECTION CODE, 2013 STATES:
6.22 A candidate is entitled to one Scrutineer at each poll.
6.23 A candidate shall identify any person acting as a Scrutineer for the Candidate to the Electoral Officer in writing.
WHAT IS A SCRUTINEER
A scrutineer is a person who carefully examines or observes a process of voting to ensure accuracy, fairness, and compliance with rules. A scrutineer is someone who inspects, monitors, or examines a process with oversight to detect errors, prevent corruption, or ensure proper conduct. Some common errors may include miscounting, or the scrutineer may challenge the declaration of ballots declared to be spoiled.
ROLE OF SCRUTINEER
During the day (8 AM-8 PM), the scrutineer observes that there is a proper procedure for voting, including the possible harassment of members entering the polling station to vote. During the evening (8 PM-end of ballot count), the scrutineer will monitor the counting of ballots and may question the rejection of ballots.
If there are concerns, these concerns should be brought to the attention of the electoral officer.
Each candidate may appoint one scrutineer for each of the two polls. The scrutineer may represent more than one candidate. Each scrutineer must have authorization from their candidate. A scrutineer must be respectful and quiet during voting and must not detract from the voting procedure.
